Implement housekeeping amendments. This includes addressing minor text and mapping discrepancies, that have been identified since the initial Official Community Plan (OCP) adoption in 2020.
Since the OCP adoption in 2020, staff have been tracking minor text and mapping housekeeping amendments to be addressed at a future date. The following housekeeping amendments are intended to address minor errors and oversights that have come to light since the adoption of the OCP.
The proposed draft OCP amendments to implement housekeeping amendments are organized by:

Where existing policies are proposed to be amended, text that is proposed to be removed is crossed out and proposed additions are shown in bold.
Update the reference from “CECAP” (Community Energy & Climate Action Plan) to “BM CAIP” (Big Moves Climate Action Implementation Plan)

Add new Big Moves Climate Action Implementation Plan “BM CAIP” definition

Rationale:
This amendment reflects the integration of CECAP content into the BM CAIP, which was adopted by RMOW Council on August 2, 2022 and is the RMOW’s current guiding document on climate action. The CECAP definition is being retained as the term is used in Current Reality language, which is not being amended as part of this 2025 project.
Remove reference to the inactive Sea to Sky Air Quality Management Plan.

Rationale:
The Sea to Sky Air Quality Management Plan is no longer an active plan and this amendment proposes to remove reference to this particular plan.
Update to all amended schedules
- Update legend to include “RMOW Municipal Boundary” label
- While the RMOW municipal boundary is already delineated, for clarity, a label has been added to the legend to identify the “RMOW Municipal Boundary”. Staff have noted this amendment to be made to all OCP schedules at a later date.
Updates to Schedule A: Whistler Land Use Map and Designations
- Update Whistler Blackcomb Controlled Recreation Area (CRA)
- For information purposes, the CRA boundary has been updated to reflect the most recent tenure boundary as identified by the Province.
- Add heading “Other Information”
- The new heading “Other Information” is added to differentiate between land use designations and the descriptions of other information shown on Schedule A (e.g., CRA boundary).
- Restore Land Use Designations (2077 Garibaldi Way and 1200 Alta Lake Road)
- “Official Community Plan Amendment Bylaw (5298 Alta Lake Road) No. 2289, 2020” amended the OCP by replacing Schedule A. The replacement Schedule A inadvertently did not reflect the most recent land use designations resulting from the following two previous OCP Schedule A amendments: “Official Community Plan Amendment Bylaw (2077 Garibaldi Way) No. 2290, 2021”; and “Official Community Plan Amendment Bylaw (1200 Alta Lake Road) No. 2346, 2022”. To address this error, Schedule A is amended to restore the land use designations for 2077 Garibaldi Way and 1200 Alta Lake Road as per the noted bylaws.
- Remove inadvertently designated “Parks and Recreation” land use designation
- The light green rectangle, shown below in Figure 1, was inadvertently designated as “Parks and Recreation”. To address this error, the land use designation will be updated to the surrounding land use designation of “Non-Urban Lands”.

Updates to Schedule E-2: Recreation Trails Plan
- Update trail data:
- The Recreation Trails Plan is inadvertently missing sections of the Valley Trail. The draft amended schedule reflects the most current Valley Trail and road network data.
Updates to Schedule L: Aquifer Protection DPA & Schedule S: Wildfire Protection DPA
- Correct Whistler Urban Development Containment Area (WUDCA)
- These schedules are inadvertently showing a historical WUDCA. The draft amended schedules updated have been updated to reflect the current WUDCA.
