The Resort Municipality of Whistler (RMOW) is undertaking an update of its Works and Services (W&S) Bylaws to ensure that our community’s infrastructure keeps pace with future needs. The proposed fee structure for residential, commercial, and industrial development will ensure that new developments contribute appropriately to the infrastructure they require, helping to relieve the financial burden on existing taxpayers and promote fairness across the community.
Key highlights of the Bylaw update include:
Existing Works and Services Bylaws | Proposed Works and Services Bylaw Update |
Five separate bylaws: water, sewer, transportation, recreation, and employee housing | One consolidated bylaw |
The current Employee Housing W&S Bylaw only levies charges for new commercial construction and new rental pool covenanted nightly accommodation. | .Employee Housing W&S Charges have been integrated for all new construction types. Affordable Employee Housing projects will see reduced or waived charges |
Many charges are fixed-rate per parcel, regardless of the size of the development or impact on infrastructure needs. | Charges are based on the size (m2) of the proposed development, mitigating the impact on affordable employee housing, small-scale multi-unit housing, and smaller scale construction projects. |
Charges are only applied to new construction. | Charges are also applied to significant expansion/renovation, redevelopment and/or densification of existing properties. |
